The United Kingdom is represented by the British High Commission in Kigali, not an embassy, because Rwanda is a Commonwealth member. Directory listings give the phone as +250 252 556 000 and the email as bhc.kigali@fcdo.gov.uk; confirm on the gov.uk page before you visit.
According to Rwanda's Ministry of Foreign Affairs (September 2025), resident EU member state missions in Kigali are the embassies of Denmark, France, Germany, the Netherlands, Poland and Sweden, an embassy of Luxembourg, and an embassy office of Hungary. Belgium's embassy closed in March 2025 after Rwanda cut diplomatic ties. Honorary consulates exist for the Czech Republic, Finland, Italy, Latvia, Lithuania, Romania and Spain.
Any EU citizen abroad whose own country has no local representation can get consular protection from any other EU member state's embassy or consulate, on the same terms as that country's nationals. The EU Delegation in Kigali represents the EU as a whole and cannot provide direct consular assistance.

It depends on the country. Germany's Kigali embassy has issued only national visas since 1 August 2025, and Schengen visa applications for Rwanda must be made through Nairobi. Several EU states have no mission in Kigali and handle Rwanda from Nairobi, Kampala, Addis Ababa or Dar es Salaam, so check the accredited embassy's website before you book.
