Pet theft: the Pet Abduction Act 2024 explained
Since 24 August 2024, abducting a dog or cat has been a specific criminal offence in England and Northern Ireland under the Pet Abduction Act 2024, with a maximum penalty of 5 years in prison, a fine, or both. The law recognises that pets are sentient beings, not just property.

What the offences cover
It is an offence to take a dog or cat from the lawful control of its owner or keeper. For dogs, it is also an offence to detain one to keep it from its owner. There are exemptions, for example where the owner consents or the person has a lawful excuse.

The offences apply in England and Northern Ireland. In Scotland and Wales, stealing a pet is dealt with under general theft law.
If your pet is stolen
- Report it to the police straight away (999 if you see it happening, 101 otherwise) and get a crime reference number
- Tell your microchip database and mark the pet as stolen
- Contact local vets, rescue centres and the council dog warden
- Share clear photos and details on local lost-pet groups
Reducing the risk
Keep your microchip details up to date, use a collar tag without your pet's name, don't leave dogs tied up outside shops, and vary your walking routes.
