Is balcony solar legal in Germany?

Yes. Germany treats plug-in systems (Steckersolargeräte, often called Balkonkraftwerke) as their own light-touch category. Since the Solarpaket I reform in 2024 the inverter can supply up to 800 W and the panels can total up to 2,000 W, with a simplified online registration. A product standard, DIN VDE V 0126-95 (published December 2025), sets the requirements for these devices.

Do I have to register a balcony solar system in Germany?

Yes. Register it in the Marktstammdatenregister run by the Bundesnetzagentur, online and free of charge, within one month of commissioning. Since 1 April 2024 no separate notification of the grid operator is needed for these plug-in devices, because the register passes the information on.

Do I need an electrician for balcony solar in Germany?

In the standard case, no: a plug-in device within the limits can be connected by the user with the supplied plug. Exceeding the 800 W inverter limit or adding a battery changes that and calls for a qualified electrician. Check the device meets the current product standard before you buy.

Can tenants in Germany install balcony solar?

Generally yes. Since 17 October 2024 plug-in solar is a privileged measure under section 554 of the German Civil Code (BGB), so a landlord can refuse only where the alteration would be unreasonable for them, and owners' associations are covered by section 20 of the Wohnungseigentumsgesetz. Ask in writing and describe how you will fix it.

Is there VAT on balcony solar in Germany?

Solar panels and inverters for homes have been zero-rated for VAT in Germany since January 2023, so the price of a balcony kit is normally shown without VAT.

What are the EU rules on small-scale solar?

The EU's Renewable Energy Directive (RED III, Directive (EU) 2023/2413) requires member states to speed up permitting for solar and to support small self-consumers, but each country implements it differently. Germany has a light-touch plug-in regime with an 800 W limit, while many other countries still apply the same procedure as full rooftop solar, so check national rules.
